Public challenges in connection with economic reform
We support the main measures contained in the reformist program, but, as before, they are not brought into the system, that is, their priorities and dependencies are not defined, without which their implementation cannot have the desired effect. 3) The guarantee of economic efficiency growth is market regulation according to the above-mentioned principle of combining planning and competition. To ensure it, it is necessary: a) to create a developed market for public and private capital with a stock exchange and free purchase and sale of labor shares, and, consequently, capital flows from one sphere to another. The free flow of capital is a necessary condition for the flexible adaptation of the production of goods and services to meet human needs; b) to ensure everyone the unlimited right to dispose of their labor and their abilities in order to use them most effectively; c) to establish state control over money circulation, especially over the issue of money and securities, through the central bank system; in order to prevent a decrease in the purchasing power of the ruble and speculative profit due to fraud with securities; d) create a system of commercial banks based on full self-financing, which instead of administrative bodies (ministries) should become economic bodies for crediting, organizing and stimulating the effective activities of public and private enterprises; e) create and develop a competitive export market the sector of the Soviet economy; f) to lift currency restrictions and transfer the ruble to a free convertibility regime; g) to ensure, within the framework of Soviet legislation, the free export of domestic capital and the influx of foreign capital in order to increase the economic power of the country and to fully meet the needs of the Soviet people.
4) In order to prepare the pricing reform, alternative groups of scientists and practitioners should be created and their developed versions of this reform should be presented for public discussion, taking into account the inadmissibility of reducing the standard of living of the population.
